Unlike us, Japan is driven by the manual.


The fact that trucks carrying relief supplies and oil were stranded for several days due to the lack of emergency passes issued by local governments even with normal roads was also caused by the manual operation. 


In the early days of the Fukushima nuclear crisis, the government did not dare to cool down the reactor. Eventually, the Prime Minister ordered the use of seawater, but is tied to the manual. Time was wasted like gold.


Depending on the situation, the manual is as helpful as a double-edged sword, while at the same time at risk of negative consequences. Therefore, the manual should be used with awareness that there is always something to be overcome in some sense.


It is certain that the manual is a well-established document that binds people, but it should be flexible at times. 


The contents of the manual should be memorized only once and the spirit behind it and the actual words and actions can be modified for their purposes or needs. That is the true manual.
