◇ Batna stands for Best Alternative To Nagotiated Agreement and is not a simple alternative, but a concept that is "the best alternative that can be taken when negotiations break down."

1. Merchants demand 10 trillion won in compensation for lost business when the first Cheonggyecheon restoration project was announced.

2. However, Seoul City has no additional budget other than the construction cost, so think of the Creative Options below.

-> Creative Option(1. Provide store sites for Hwanghwak-dong Manmul Market and Munjeong-dong Logistics Complex; 2.Support industry conversion)

3. Since the commercial districts are different from those in Cheonggyecheon and Munjeong-dong and other regions, merchants do not accept the Seoul Metropolitan Government's proposal and are constantly engaged in confrontation.

4. Seoul City Develops BATNA 

"That's great. Since the merchants are so against it, I'll make sure there's no plan to restore Cheonggyecheon. But do you know that Cheonggye High School will have to carry out repairs for the next two years?

A recent annual safety survey of Cheonggye High School found that Cheonggye High School is at risk of cracking. This is for the safety of Seoul citizens and merchants, so please cooperate.

◇  一不做 二不休

First, don't. Second, don’t stop if you do it, which means ‘don’t do it, don’t do it, do it once, and end it.’

Once you start acting, you don't give up until the end and stick to it.

◇ '배트나'는 Best Alternative To Nagotiated Agreement의 약자로 단순한 대안이 아니라 "협상이 결렬되었을때 취할 수 있는 최상의 대안" 이라는 개념이다.

1. 최초 청계천 복원 사업 발표가 났을 때 상인들은 10조원의 영업 손실 보상금을 요구함.

2. 하지만 서울시는 공사비 이외에는 어떠한 추가 예산도 없는 실정이어서 아래의 Creative Option을 생각해 냄.

-> Creative Option(1. 황확동 만물 시장과 문정동 물류 단지에 점포 부지 제공, 2. 업종 전환을 지원)

3. 청계천과 문정동이나 다른 지역과는 상권 자체가 다르기 때문에 상인들은 서울시의 제안을 받아 들이지 않고 지속적인 대립체계에 나섬.

4. 서울시에서 BATNA을 개발 

"좋습니다. 상인 여러분들께서 그토록 반대하시니 청계천 복원 계획은 없던 것으로 하겠습니다. 하지만 앞으로 2년 간 청계고가 보수 공사를 실시해야 하는 것은 알고 계시죠?

최근 매년 실시하는 청계고가의 안전조사 결과, 청계고가가 균열 위험이 있다는 판정이 내려졌습니다. 서울 시민과 상인 여러분의 안전을 위해 하는 일이니, 적극 협조해 주십시오.

또 이것은 법에서 지정한 공사이므로, 서울시 측에서는 어떤 지원도 해 드릴 수 없습니다."

5. 상인들로서는 받아 들 일 수밖에 없음.

첫째, 하지 말라. 둘째, 했으면 멈추지 말라’는 얘기로 ‘안 하면 안 하고, 한 번 하면 끝까지 한다’는 뜻

일단 행동을 시작하면 끝까지 포기하지 않고 밀어 붙인다.
