◇ Manual and flexibility

In the past, the number of Japanese people who lost their lives in Japan due to the massive earthquake and tsunami or left their homes for shelter due to radiation fears has risen to 350,000, the world’s third-largest economy and disaster prevention advanced Japan.

The earthquake cut off roads and there was not enough fuel to move the vehicles, which made it impossible to deliver the relief supplies properly. The reason is that the Japanese government and local governments did not use helicopters to send relief goods to the disaster control manual.

The fact that trucks carrying relief goods and oil were stranded for several days even with roads that were not issued by local governments was also a result of following the manual.

The manual was not in the first place to cool the reactor by drawing seawater from the Fukushima nuclear crisis. Eventually, the prime minister ordered the mobilization of the sea water, but it was tied to the manual. Time like this has been wasted.

Depending on the situation, the manual is helpful, such as a double-edged sword, while also at risk of negative consequences. Therefore, the manual should be self-aware and used to always have something to be overcome in a sense.

It is certain that the manual is a well-known document that binds a person, but it must be flexible at times.

I learned the contents of the manual once and only remember the spirit behind it.

The actual words and actions shall be modifiable by their purpose or need. That's the real manual.

◇ 매뉴얼과 융통성

과거 일본에서 대지진과 쓰나미로 삶의 터전을 잃거나 방사능 공포 때문에 집을 나와 피난소에서 생활하고 있는 일본인들은 35만 명, 세계 3위의 경제대국, 방재(防災) 선진국 일본에서 어처구니없는 일이 벌어졌다.

지진 때문에 도로가 끊기고, 차량을 움직일 연료가 모자라 구호물자를 제대로 전달할 수 없었다. 이유는 일본 정부와 지자체의 재해 대책 매뉴얼에 헬기를 이용한 구호품 투하는 없었기 때문이다.

멀쩡한 도로를 두고도 지자체가 발행하는 긴급통행증이 없어 구호물자와 유류를 실은 트럭이 며칠씩 발이 묶인 것도 매뉴얼대로 하다 보니 벌어진 일이었다.

후쿠시마 원전 사태 초기 바닷물을 끌어다 원자로를 냉각시킬 엄두를 못 낸 것도 매뉴얼에 없었기 때문이었다. 결국 총리의 지시로 바닷물을 동원했지만 매뉴얼에 얽매이다 금쪽같은 시간만 허비한 꼴이 됐다.

매뉴얼은 상황에 따라 양날의 검과 같이 도움이 되는 동시에 마이너스의 결과를 초래할 위험성은 갖고 있다. 그러므로 매뉴얼은 어떤 의미에선 항상 극복되어야 할 부분이 있다고 자각하며 활용해야 한다.

매뉴얼이 사람을 구속하는 명문화된 문서인 것은 확실하지만 때에 따라 융통성을 발휘해야 한다.

매뉴얼의 내용을 한 번 몸에 익혔으며 그 배후에 있는 정신만을 기억하고
실제 언행은 그 목적 또는 필요에 의해 수정할 수 있어야 한다. 그것이 진정한 매뉴얼이다.

바둑에서 고수일수록 정석은 알고 참고하지만 그대로 두지는 않는다. 정석과는 다른 외부의 환경이 너무 많기 때문이다.


◇ 동심동덕 (同心同德)

같은 목표를 위해 다같이 힘쓰는 것을 이르는 말로 서로 같은 마음으로 덕을 같이하는 일치단결한 마음을 말함.
