◇ Seo-hee's negotiations

During the reign of King Seongjong of Goryeo, the guerrillas invaded with a large army. In the face of the powerful military force, the consideration was a windstorm.

When Goryeo officials were so frightened that they offered to surrender some land to Guran, the king decided to end the war even if he did so. 

"The victory or defeat of the war is not dependent on the strength of the armed forces, but on their actions with knowledge of the enemy's weaknesses," Seo said. "Guran's offer to find the old territory of Goguryeo is nothing but a threat."

"It would be a real shame if we gave up the land north of the western border just to see that the enemy is in great spirits. Turn back to the palace and let God fight at least once. Even if we discuss this after that, it won't be too late."

Seo-hee saw through the opponent's intentions. It was not to take possession of the territory of Goryeo, but to make a surprise attack on the back of Goryeo when it sent its military forces south ahead of Song's invasion.

Seohui, who saw the intentions of the Khitan, promised to sever ties with the Song Dynasty and received the withdrawal. And he told Sosonnyeong that he was worried that the pro-song hardliners in the Goryeo Dynasty might oppose a break with Song. Sosonnyeong asked General Doori Seo-hee for advice on what to do. Without missing it, Gen. Seo Hee demanded gifts to persuade the Goryeo king and his lieutenants. It was six weeks in Gangdong, a former Goguryeo land. This is the famous ‘Seohui Wall’.

It is fundamental to negotiations that one must grasp the opponent accurately. We need to find a need, not a demand.

무궁화 정신은 우리 겨레의 인내, 끈기 그리고 진취성이며 꽃은 7월부터 10월까지 100여 일간 계속 핀다.

옆으로 누운 8자가 무한대(∞)의 무궁(無窮)을 상징한다는 의미에서 8월 8일로 지정됐다.


◇ 서희의 담판

고려 성종 때 거란은 대군을 몰고 침공했다. 막강한 군사력 앞에 고려는 풍전등화였다.

고려 대신들은 잔뜩 겁을 집어먹고 거란에게 일부 땅을 바치고 항복하자는 의견을 내니 왕도 그렇게 해서라도 전쟁을 끝내야겠다고 결정했다. 

이에 서희는 “전쟁의 승패는 병력의 강약에 달린 것이 아니라 적의 약점을 잘 알고 행동하는데 있다”며 “거란이 고구려의 옛 영토를 찾겠다고 하는 것은 위협에 불과하다”고 했다.

“지금 적의 기세가 크다는 것만을 보고 우리가 바로 서경 이북의 땅을 바친다면 실로 만고의 치욕이 됩니다. 원컨대 어가를 돌려 궁으로 돌아가시고 신으로 하여금 한 차례라도 싸움을 하게 해 주십시오. 그런 후에 이런 의논을 한다 해도 늦지 않을 것입니다”

서희는 상대의 의중을 정확하게 꿰뚫어 봤다. 거란이 침공한 것은 고려 땅을 차지하기 위해서가 아니고 송의 침공을 앞두고 군사력을 남하시켰을 때 고려의 배후 기습이 염려됐던 것이다.

거란의 의중을 간파한 서희는 송나라와의 관계를 단절할 것을 약속하고 철군을 받아냈다. 그리고 고려 조정 내 친송 강경파가 송과의 단절을 반대할지 모른다는 걱정을 소손녕에게 털어놨다. 소손녕은 도리어 서희 장군에게 어떻게 하면 좋겠는지 조언을 구했다. 이를 놓치지 않고 서희 장군은 고려 왕과 대신들을 설득할 수 있는 선물을 요구했다. 옛 고구려 땅 강동 6주였다. 이것이 그 유명한 ‘서희 담판’이다.

상대를 정확하게 파악해야 하는 것이 협상의 기본이다. 요구가 아니라 욕구를 찾아야 한다.
